Rheolau a Newidiadau EPC Newydd

Yn ôl un o'n cyfnodolion proffesiynol (The Negotiator Magazine), mae’r Llywodraeth yn ymgynghori ar nifer o newidiadau mawr i reolau EPC yn ei hymgyrch ar gyfer sero net a fydd yn effeithio ar asiantau gwerthu a gosod.


Dyma beth ddywedodd yr adroddiad:
Mae'r ymgyrch am sero net wedi arwain y llywodraeth i ailasesu'r ffordd y mae'r system EPC yn gweithio ac mae wedi dechrau proses ymgynghori ar y newidiadau, a gallai rhai ohonynt gael canlyniadau difrifol i asiantaethau gwerthu a gosod tai.
Mae cywirdeb a dilysrwydd Tystysgrifau Perfformiad Ynni wedi cael eu cwestiynu ers tro. Mewn ymateb, dywed y llywodraeth ei bod am wneud EPCs yn fwy defnyddiol, cyflawn a dealladwy.


LLUN GORFFENNOL

Mae’n cynnig defnyddio metrigau lluosog i roi darlun mwy cyflawn o berfformiad ynni adeilad. Y rhain yw:

  • Cost ynni: helpu unigolion i ddeall goblygiadau ariannol effeithlonrwydd ynni adeilad a gwneud penderfyniadau gwybodus am welliannau posibl
  • Carbon: amcangyfrif o'r allyriadau carbon sy'n deillio o'r ynni a ddefnyddir yn yr adeilad
  • Defnydd ynni: yn cynnig cipolwg ar y defnydd cyffredinol o ynni ac yn nodi meysydd ar gyfer gwelliannau effeithlonrwydd ynni
  • Perfformiad ffabrig: asesu perfformiad thermol amlen adeilad a hyrwyddo pwysigrwydd mannau cyfforddus wedi'u hinswleiddio'n dda, sy'n defnyddio ynni'n effeithlon
  • System wresogi: darparu gwybodaeth am effeithlonrwydd ac effaith amgylcheddol ffynhonnell wresogi adeilad ac annog mabwysiadu technolegau gwresogi glanach
  • Parodrwydd craff: asesu potensial adeilad i integreiddio technolegau clyfar a all ddefnyddio cymaint o ynni â phosibl a gallu defnyddwyr i elwa ar dariffau clyfar rhatach

Mae'r Llywodraeth hefyd yn ystyried ymgorffori SMETERS, sy'n mesur defnydd ynni gwirioneddol trwy fesuryddion clyfar yn erbyn y tywydd ar y pryd i roi darlun mwy cywir o faint o ynni y mae adeilad yn ei ddefnyddio.


PROFION MWY AML

Mae yna hefyd rai newidiadau mawr wedi’u cynnig ar gyfer y marchnadoedd gwerthu a rhentu ac mae’r rhain yn cynnwys:

  • Dod â’r rheol 28 diwrnod i ben – byddai angen Tystysgrif Perfformiad Ynni ar adeiladau cyn iddynt gael eu rhoi ar y farchnad.
  • Ehangu cwmpas Tystysgrifau Perfformiad Ynni fel bod angen un dilys ar gyfer tŷ amlfeddiannaeth (HMO) cyfan bob tro y caiff ystafell ei rhentu.
  • Gosodiadau gwyliau tymor byr i fod angen Tystysgrif Perfformiad Ynni
  • Profion EPC i fod yn amlach na'r 10 mlynedd gyfredol
  • Bydd angen EPC dilys ar gyfer holl gyfnod y denantiaeth – h.y. bydd angen ailbrofi eiddo os daw ei Dystysgrif Perfformiad Ynni i ben ar ddiwedd y denantiaeth.


Bydd yr ymgynghoriad yn rhedeg tan 26 Chwefror 2025 a dywed y llywodraeth y bydd unrhyw newidiadau yn cael eu cyflwyno yn ail hanner 2026.
